Fire Escape Staircase

Aim: The whole aim and purpose of providing a staircase is to transport and facilitate human movement from floor to floor level. And also to provide an escape route when a fire hazard occurs.

It state that the staircase is for the 'disable people'.
Isn't it seem super weird.
Isn't it??? ( Maybe it refer to the disable people with the crutches)
Looking at the picture, his left leg is bend. ( I guess its broken/fractured)
But still it doesnt make any sense?Right.

So if disable people use staircase, able-bodied people use.
Hmmm. Lift??
I guess so if we're to understand from the picture.
